This tutorial was written in PSP 9 and can be used with any other version. I assume that you have a working knowledge of PSP.

Plugins Optional:
MuRa's meister - copies
red paw media - beautifier
Tutorial shortcut index:
"Delete" on your keyboard under Insert.
"C/P" copy and paste as new layer.
Remove "O/L" Remove original layer.
"D/S" Drop shadow located in 3D effects.
"R/S" Resize layer located in Image.
New "R/L" Raster layer, in Layers.
"outer glow" Gradient glow from eye candy

Good D/S settings:
0, 0, 57, 6, color black
Good add noise settings:
Uniform- 70-90 % noise monochrome
Random- 10-34% noise monochrome

Open a 600x600 canvas
Select your rectangle preset shape, made the edges curved

Drag out your rectangle sized about 502x216
Selections- all - float- defloat. open paper 10, R/S to 80%
Back to your canvas, add a new R/L then C/P into selection
Select none-gradient glow- add noise, and merge together
Duplicate this layer drag your original layer on top
and on your copied layer on bottom, select your copied layer
Now go to MuRa's Meisters - copies. these settings:
random mode, tile mode, behind. 10,0, 0, 0, 5, 0, 100, 0, 0, 30, 100
Select afterimage(rotate random) for your copy, or one of choice
Open frame1 R/S to 70% C/P onto your canvas
Drag frame below all layers Using magic wand, click inside frame
Selections- modify- expand by 6, open paper5 R/S to 70%
Selections-invert- delete, select none. drag below your frame layer
I added gradient glow outside of frame, this is optional
Open tube of choice, R/S, place in the center, add your drop shadow
Now it's element time
Elements i used and the resized %
Using this drop shadow: 0, 0, 30, 8, color black
Bubbles - 50%
Seaweed2 - 50%
Starfish1 - 50%
Rock1 - 25%
Stingray - 30%
Seahorse2 - 20%
Coral - 25%
Jellyfish2 - 25%
Clam - 16%
Dolphin - 40%
Sponges - 30%
Splash2 - 40%
Pearls1 - 60%
Sand - 60%
place elements where you want, or use my tag as a guide.
After i merged my tag i added red paw media beautifier plugin
settings: 50, 75, 14, 100, or use settings of choice
Apply your mask- add copyrights, your name save as a PNG
