This tutorial was written in PSP 9 and can be used with any other version. I assume that you have a working knowledge of PSP.

Paid Scrap kit by Disturbed Scraps
"Wishful Sinful" Purchase at Scrap N Company
Font of choice
Acryle Script

Redpaw media - beautifier
Tutorial shortcut index:
"Delete" on your keyboard under Insert.
"C/P" copy and paste as new layer.
Remove "O/L" Remove original layer.
"D/S" Drop shadow located in 3D effects.
"R/S" Resize layer located in Image.
New "R/L" Raster layer, in Layers.
"outer glow" Gradient glow from eye candy

Good D/S settings:
0, 0, 57, 6, color black
Good add noise settings:
Uniform- 70-90 % noise monochrome
Random- 10-34% noise monochrome

Open element 75 R/S to 85%
Image - Canvas size 620x620
Open tube of choice, If using the one i did
R/S to 30%, C/P onto canvas, drag off to the right
Select magic wand - click inside frame, selections - modify
expand to 9, Open paper of choice, colorize purple, R/S to 60%
C/P onto canvas, selections invert - delete, select none. drag below
Open element 51, R/S to 75% - colorize (greyscale) mirror
C/P onto canvas, place on the right side of tube, (behind)
Open element54, R/S to 40%, C/P onto canvas
drag to the left corner of the window frame
Open element48, R/S to 60%, C/P onto canvas
drag near the bottom, duplicate and mirror
Open element50, R/S to 40%, C/P onto canvas
drag to the left behind your bushes, duplicate do the same side
I duplicated again and stacked another fence on the other
to try and give the fence alittle height
Now it's element time

Using this drop shadow: 0, 0, 35, 6, color black

Apply your mask, copyrights, add your name save as a PNG
I applied beautifier to the whole tag, settings of choice
