This tutorial was written in PSP 9 and can be used with any other version. I assume that you have a working knowledge of PSP.

Tutorial shortcut index:
"Delete" on your keyboard under Insert.
"C/P" copy and paste as new layer.
Remove "O/L" Remove original layer.
"D/P" Drop shadow located in 3D effects.
"R/S" Resize layer located in Image.
New "R/L" Raster layer, in Layers.
"F/F" Flood fill (paint bucket) tool.
"outer glow" Gradient glow from eye candy

Good D/P settings:
0, 0, 57, 6, color black
Good add noise settings:
Uniform- 70-90 % noise monochrome
Random- 10-34% noise monochrome

Open frame 3- R/S to 80% Image- canvas size 600x600
Select your magic wand, click inside of your frame, selections-modify
expand by 4, open psper4, R/S to 80%, C/P onto your canvas
selections- invert- delete. select none, drag below frame layer
Select frame, selections- all- float- defloat- modify- expand by 2
add new R/L, F/F color of choice, i choose white. fill the frame
select none- drag below frame layer, add noise then D/S.
Open tube of choice, place in the center,
I also did this outer glow for my tube, add noise D/S
Open bow1, R/S to 60% place in the corner, added outer glow
Open chain R/S to 25%, place under thw bow add D/S
Open brad1, R/S to 12% place on top of the bow. add D/P
Open starcluster i used my freehand tool took one of the black stars
i added it near the end of the chain, went back R/S to 60%
then i took a pink, then R/S to 80% grabbed another black star
putting them on top of each other like a little charm, sharpen and D/S
Open flower2, R/S to 60%, C/P onto your canvas, place to the corner then
Open flower1, R/S to 50%, C/P onto your canvas, place besides the other
Open button, R/S to 15%, C/P onto your canvas, place in middle of both flowers
If you still have your bow1 open, R/S again to 60%, C/P onto canvas, place in center of button
Duplicate each piece and mirror it to the other side D/S on each layer
selecting the paper inside frame selections- all- float- defloat, open close up of choice
C/P onto canvas selections- invert- delete select none. change blend mode to screen
on your paper layer i sharpened more, then added radiance to your tube
I also lowered opacity down to 84%, duplicate tube layer, apply screenworks - pine hole
one last step applied some constellation to different parts of my tag
Apply your mask- add copyrights, your name save as a PNG
