This tutorial was written in PSP 9 and can be used with any other version. I assume that you have a working knowledge of PSP.

Good add noise settings:
Uniform- 70-90 % noise monochrome

Open element 4, R/S to 88%, Image- canvas size set to 600x600
Open element 3, R/S to 76%, C/P onto your canvas, select your deform
tool. I then used the nodes to make it look like the below image

Merge these together, select your magic wand click inside frame
selections-modify- expand by7, open paper5, R/S to 60%
On paper, Adjust- brightness/contrast. B -12, C 43. OK
Now C/P onto canvas, selections- invert- delete. select none
now drag your paper layer below frame.
Select your paper layer, using this plugin, xero- fritillary
settings: 5, 30, 10, 18, or use settings of choice. now sharpen
Duplicate this layer, xenofex 2- constellation, settings below
Now duplicate your sparkle layer, just to make it stand out
Open tube of choice, R/S, now C/P onto your canvas in the middle
i added radiance, settings of choice, then D/S
Now it's element time

Using this drop shadow: 0, 0, 30, 8, color black

place elements where you want, or use my tag as a guide.
After i merged my tag i added red paw media beautifier plugin
settings: 46, 63, 22, 100, or use your own settings
Mask: i used paper16, R/S to 80% an changed brightness
Settings: Brightness 23, Contrast 28, apply this a few times
Apply your mask- add copyrights, your name save as a PNG
You're done!
