This tutorial was written in PSP 9 and can be used with any other version. I assume that you have a working knowledge of PSP.

Tutorial shortcut index:

"Delete" on your keyboard under Insert.

"C/P" copy and paste as new layer.

Remove "O/L" Remove original layer.

"D/S" Drop shadow located in 3D effects.

"R/S" Resize layer located in Image.

New "R/L" Raster layer, in Layers.

"outer glow" Gradient glow from eye candy

Good D/S settings:

0, 0, 57, 6, color black

Good add noise settings:

Uniform- 70-90 % noise monochrome

Random- 10-34% noise monochrome

Open ELE10 (frame) R/S to 60% Image- Rotate clockwise90

Now Image- canvas size 600x600 - Duplicate frame

On original layer Mura Meister - Copies settings:

Everything is set at default, but Number set to (15)

And Afterimage (rotate random) 

Select magic wand, Click inside, modify-expand by 8

Open Closeup tube of choice, C/P onto canvas Drag below frame

Now drag tube inside frame. Selections- invert- delete. select none

Duplicate TUBE - on copied layer turn grayscale but hue/sat - colorize

I zoomed in and erased her eyes out. so the color from below appeared

I then choose a color from the frame, and colorized her eyes to suit

then went in with my dodge tool and brightened her eyes (Optional)

Now for elements!

(Apply drop shadow after each element, if you choose)

ELE_ 16 R/S to 20% C/P onto canvas - place where you want

ELE_ 27 R/S to 40% C/P onto canvas - place where you want

ELE_28 R/S to 40% C/P onto canvas - place where you want

ELE_23 R/S to 25% C/P onto canvas - place where you want

ELE_3 R/S to 30% C/P onto canvas - place where you want

ELE_4 R/S to 50% C/P onto canvas - place where you want

Apply your mask, copyrights,  add your name save as a PNG

You're done!
