This tutorial was written in PSP 9 and can be used with any other version. I assume that you have a working knowledge of PSP.

red paw media - beautifier
xero - radiance
Tutorial shortcut index:
"Delete" on your keyboard under Insert.
"C/P" copy and paste as new layer.
Remove "O/L" Remove original layer.
"D/S" Drop shadow located in 3D effects.
"R/S" Resize layer located in Image.
New "R/L" Raster layer, in Layers.
"outer glow" Gradient glow from eye candy
Or my method on my blog under "How to dos"
Good D/S settings:
0, 0, 57, 6, color black
Good add noise settings:
Uniform- 70-90 % noise monochrome
Random- 10-34% noise monochrome

Open temp R/S to 85% - canvas size 600x600
Remove: BG, Info, Fireworks, Dotted ovals
*Red Star*
Select selections all- float- defloat
Open paper1 - R/S to 60% C/P onto canvas
Selections- invert - delete, select none
Apply noise and drop shadow on star white
*Circle Grey*
Select selections all- float- defloat
Open paper7 - R/S to 60% C/P onto canvas
Selections- invert - delete, select none
Remove O/L - apply outer glow, D/S
Adding noise or outer glow is optional
*Square Green*
Select selections all- float- defloat
Open paper4 - R/S to 60% C/P onto canvas
Selections- invert - delete, select none
Remove O/L - apply outer glow, D/S
Adding noise or outer glow is optional
*Oval Red*
I dragged it down alittle bit
Select selections all- float- defloat
Open paper6 - R/S to 60% C/P onto canvas
Selections- invert - delete, select none
Remove O/L - apply outer glow, D/S
Adding noise or outer glow is optional
*Tan Circles*
Select selections all- float- defloat
Open paper10 - R/S to 60% C/P onto canvas
Selections- invert - delete, select none
Remove O/L - apply outer glow, D/S
Adding noise or outer glow is optional
(There were two circles, but i didnt use the bottom)
*White Squares*
Select selections all- float- defloat
Open new raster layer - flood fill color of choice
Selections none, Go back select these squares
I then opened tube of choice, C/P onto canvas
Use drag tool, drag inside squares - selections- invert
delete, select none. Turned tube greyscale, applied radiance
Apply outer glow, D/S. Adding noise or outer glow is optional
I decided to take off the layer "favors" to make room for elements
Now it's element time
Elements i used and the resized %
Using this drop shadow: 0, 0, 43, 7, color black
Clock - 30%
Fireworks1, 2 - 30%
Ribbons1, 2 - 40%
Wordart - 60%
Flower2 - 40%
Bow1 - 30%
Champagne - 25%
place elements where you want, or use my tag as a guide.
Apply your mask, copyrights, add your name save as a PNG
You're done!
