This tutorial was written in PSP 9 and can be used with any other version.
I assume that you have a working knowledge of PSP.

open 500x200 canvas
flood fill background color of choice
get your tube, and place where you want use drop shadow
use your square preset tool and drag out a decent square, make sure your
"background fill" is closed out so you only have a "frame"
click inside of the frame by using your magic wand ,
expand by >2, add a new raster layer, flood fill gradient
of choice, now add your fritillary to your background, drag your gradient layer
below your frame layer, add your tube inside the frame, erase the rest of the tube
make sure your tube is also below your frame layer
make little hearts with your heart preset tool if you want, place them where you
want and lower the opacity, add drop shadow to your tube & frame,
also now add your radiance to your tube to your desired settings
use your text tool get a pixel font you like, type out what you
want to say in the background i used "love struck" now apply your
MuRa's Meister - copies, i use tiling & settings i only mess with "tile gap"
i find 1 or 2 works but you might have to mess with it to get your desired look
make sure the text is below all your other layers, but your background layer
also add a drop shadow to your text in the background for more pop effect
Open your text tool again and add a saying you'd like on your main tag
this is optional, i also used Love Struck you can use a preset heart
or find a font with a heart in it.. add noise to your text and gradient glow black
now add a drop shadow to make it pop out alittle
Now merge everything and select all> float> defloat> modify> contact by 3
This action cuts back into your tag so don't choose 10 lol, It'll show
you in the window how much your taking back. now hit invert and flood fill
color of choice, not add noise and drop shadow now select none
Now you can add your copyrights, add your name and save as a PNG.
Or you can continue on your own and add animation like i have.
